I would like to introduce myself and inform you of a service I provide for public school districts, which has been proven to save the district a large amount of money as I specialize in Residency Compliance Investigations. I have worked with the Norwich Board of Education and, in less than 4 years, have saved the district well over ten million dollars in tuition they were paying for students that do not live within the district. I have also investigated residency compliance issues for other school districts throughout Connecticut, resulting in savings for their district. The success I have had was recently featured on the WFSB channel 3 news.
My name is Ed Peckham; I retired from the Norwich Police Department in 2015 after 23 years of service, including nine years as a Major Crimes Detective and six years as the Detective Division Supervisor. After retirement, I began working at Norwich Free Academy and then with the Norwich Public School District as a Residency Officer. My background in law enforcement, as well as the educational setting, has proven invaluable to my success in identifying, investigating and reporting residency non-compliance. I am very familiar with rules and regulations governed by McKinney-Vento and DCF 603 reporting and recognizing inconsistencies in such reporting.
A timely and thorough investigation which includes a complete detailed investigative report, based on surveillance, interviews, information from several on-line investigative databases and evidence to support the findings. I provide all evidence collected, such as photographs, video recordings and information obtained from investigative sources. I also provide testimony at Board of Education Residency Hearings as needed.
I have had tremendous success in auditing district students and finding residency discrepancies which resulted in massive savings for the school district(s) requesting the audit.
We will also provide a confidential tip line phone number for public dissemination in an effort to identify possible residency compliance issues within your district, for a low monthly fee.
Demographic and emergency contact information about the student being investigated, bus pick-up and drop-off locations and times, and as much detail as possible about the reason a residency issue is suspected. A description of the vehicle dropping off or picking up the student at school greatly increases the likelihood of a quicker result.
We provide this service at a reasonable hourly rate, unless otherwise negotiated. A routine residency investigation normally takes six to ten hours which is very dependent on the information I am provided to start the investigation.
$75.00 per hour (includes all evidence, documents, Investigative report and PowerPoint on a thumb drive). Invoice will be submitted at the end of the investigation.
$25.00 per month includes monitoring
$75 per hour, generally a 3-4 minute per student average (I will confirm last known address based on name and phone number entries. If any discrepancies are found you would be notified immediately)
